A Content Management System (CMS) is a way to present and store information online in an easy to use format.
CMS like this one make setting up a new site extremely simple, by giving clear steps to the initial set up (with this site, all I had to do was pick a name, pick a url, and pick a template), and clear navigation from there on out, using obvious symbols (i.e. pencil at the bottom of a post to edit) and well worded tabs (setting, layout, "monetize), to make for a friendly user experience.
While I enjoy Blogger.com, there are many types of CMS to choose from, meeting the needs of everyone from individuals to large companies.
